PROJECT OVERVIEW
Quiddity supports the Harris County Flood Control District (HCFCD) in delivering its Community Development Block Grant (CDBG) programs, which are funded by the Texas General Land Office (GLO). This effort includes a multi-project portfolio of major flood mitigation improvements, including detention basins and channel projects, with hundreds of millions in construction value. The program is schedule-driven and must meet strict federal deadlines tied to CDBG-DR and CDBG-MIT funding.

Our role extends beyond managing individual projects. We manage the full program framework that drives delivery. This includes program controls, risk management, procurement support, and coordination across agencies, consultants, and stakeholders. We maintain alignment with federal requirements while keeping projects moving through design, bidding, and construction.
Quiddity leads the oversight of multiple design teams to keep scope, schedule, and budget on track. We use integrated project controls and a program-level risk register to identify dependencies, flag issues early, and drive decisions. At each milestone, we perform structured submittal reviews focused on constructability, cost, and consistency. We work directly with design consultants to resolve conflicts, standardize deliverables, and maintain quality across the full portfolio.
Our support continues through construction. We assist with contractor procurement and onboarding, manage RFIs and submittals, support field coordination and inspections, and drive project closeout. This approach keeps projects buildable, compliant, and aligned with funding requirements while maintaining schedule and cost control across the program.
