PROJECT OVERVIEW
The rapid expansion along the southeastern corridor of the Grand Parkway (Hwy 99) necessitated the Baytown Area Water Authority to establish a fresh water source. The prevailing infrastructure, sourced from the northwestern region of Baytown, proved insufficient to satisfy the demands and pressure requirements of burgeoning development. Quiddity took charge of both design and construction oversight for a new facility, initially built to handle 6 MGD while also being primed for future expansion up to 24 MGD.
SERVICE DETAILS
Our team offered a comprehensive suite of services, encompassing the assessment and choice of a 70-acre location, surveying, evaluation and selection of treatment processes, detailed design, regulatory permitting, and oversight of the construction process.
Quiddity identified a site adjoining the Coastal Water Authority’s Cedar Bayou Lateral Canal and supported BAWA in acquiring surface water rights from both CWA and the City of Houston. While the site featured jurisdictional wetlands that would have required a $2 million mitigation cost, Quiddity collaborated with the US Army Corps of Engineers to reassess the site, resulting in the removal of the wetlands classification. This adjustment enabled construction to proceed without mitigation.
The facility underwent a comprehensive series of performance tests designed to prove the efficacy of the treatment process to the Texas Commission on Environmental Quality. These efforts were instrumental in obtaining variances for chlorine dioxide disinfection and high-rate clarification processes.
