Quiddity is Excited to Announce the Newest Addition to Our Team!
Quiddity Engineering is pleased to announce that Alan R. Black, PE, has joined the firm as Vice President, with the responsibility of assisting public agencies in developing near and long-term strategies for planning and securing partnership funds for their projects.
Black brings more than 25 years of professional experience to Quiddity, last serving as the Deputy Director of Engineering & Construction for the 350-plus employee Harris County Flood Control District (HCFCD). He deftly guided the HCFCD through a period of unprecedented growth by facilitating a multibillion-dollar bond program and by utilizing his exceptional communication skills, building collaboration, and leading the organization through a global pandemic and tumultuous economic times. One of his more notable successes during this time was navigating local, State and Federal agency requirements to secure more than $1.4 billion in partnership funding for flood risk mitigation projects.
He rose through the ranks of HCFCD, starting as a Project Manager in 2008, even serving for a brief time as Interim Executive Director.
Prior to the HCFCD, he spent 13 years in the private sector as a Project Manager/Engineer with Espey, Huston & Associates/PBS&J.
Black received a Bachelor of Civil Engineering degree from the Georgia Institute of Technology in 1995. He is a licensed Professional Engineer in the State of Texas.
