Nieves has more than 26 years of technical and management experience in civil, tunnel, and environmental engineering. He is adept in all phases of infrastructure projects for municipalities and water authorities in addition to coordinating with local and state agencies. Nieves’ experience as a project manager and technical advisor is supported by his technical knowledge in collection and distribution systems, pump stations, trenchless construction, NPDES stormwater permitting for industrial/construction facilities, and project management.
