PROJECT OVERVIEW
Our team has served as the engineer for the City of Houston TIRZ No. 5, otherwise known as the Memorial Heights Redevelopment Authority (MHRA) since 2015. MHRA was established in 1996 to provide the necessary plans and programs to support the projected growth in the Memorial Heights and White Oak Bayou recreational corridor. The MHRA is primarily focused on the reconstruction of public infrastructure that encourages economic growth through private redevelopment. In 2015, annexation resulted in the MHRA’s ability to begin improvements focused on the long-term stability and the viability of the area.
SERVICE DETAILS
In all aspects of our work with the MHRA, our team works closely with the board of directors and the consultant team in service and support of the project plan created for the authority. Our team is responsible for assisting the board and consultant team in developing capital improvement plans, which includes the creation and upkeep of a potential project’s list comprising long and short-term improvements. Our team provided integral engineering support in pursuit of necessary funding by helping with grant applications necessary to secure funding for the MHRA’a largest project to date: the over $100 million Shepherd and Durham Drive Reconstruction. In addition to civil engineering services, our team assists in identifying projects and creates budgets to inform the board of directors as they seek to best utilize public funds.
Pre-engineering services are provided for all projects, including cost estimation, site visits, scheduling, and preliminary analyses as necessary. Our team also oversees design and construction management on several projects in addition to facilitating public meetings, as needed, to engage and inform the public of the status of active projects and secure the various jurisdictional approvals needed at each stage of a project.
Since working with the MHRA, our team has worked on projects at various stages valued at over $100 million. The capital improvement plan has included projects with a variety of focuses such as safety, multimodal transportation, stormwater, traffic signals, vehicular mobility, channel stabilization, and more – encouraging economic redevelopment consistent with the goals of the MHRA.
