Program Management

Rod Pinheiro brings more than 29 years of experience, including over 11 years in public service, leading large-scale infrastructure programs across Texas. His work focuses on program management, engineering, operations, project planning, prioritization, and capital improvement program delivery. He has deep experience working with governmental clients and understands how to navigate agency processes, funding requirements, and stakeholder coordination.

 

Rod currently serves in a leadership role supporting the Harris County Flood Control District’s (HCFCD) Community Development Block Grant (CDBG) programs, funded through the Texas General Land Office (GLO). In this role, he oversees program management efforts for multi-project portfolios focused on flood risk reduction, including detention basins and channel improvements. His responsibilities include coordinating multidisciplinary teams, managing schedules, budgets, and risks, supporting compliance with federal requirements, and advancing projects from planning through construction.

 

Before joining Quiddity, Rod served as Assistant Director for the City of Houston’s stormwater drainage infrastructure program. He led more than 300 personnel and played a key role in developing and expanding advanced asset management practices to improve system performance, efficiency, and long-term resiliency.
